With reference to your letter of the 6th August last (33143/1924)
transmitting copy of correspondence between the Governor of Hong Kong
and the Colonial office regarding the oase of Hr. E.S.Kadoorie, I am
directed by Mr. Secretary Henderson to say for the information of Mr.
Secretary Thomas that on the information before him he agrees with
the view expressed in the first paragraph of the Governor's despatch of loth June 1924, that Mr. Kadoorie does not at present appear to be
in a position to satisfy the requirements of Section 2 of the British
Nationality and Status of aliens Act, 1914 in regard to residence.
It might also be a matter for consideration, if he is an ottoman subject,
whether his case presents special grounds within the meaning of the Colonial office circular (7873/20) of the 24th January 1920.
As regards the revival of Ir, Kadoorie's application for Letters
of Denization, Mr. Secretary Henders can hold out no hope that such
an application would be favourably considered. As explained in the Home office letter of the 9th May 1915 it has long been the practice
to decline to entertain such applications,
